Make sure that Apache is running so CF can find it, and install ColdFusion with the executeable just like normal. Once you've done this the webserver configuration wizard will modify your httpd.conf file with what it thinks are the proper settings. Your webserver will not come back up again though, and the error message is close to useless. Here's what you do.
Stop the Apache and ColdFusion services and copy the wsconfig.jar file to "C:\CFusionMX7\runtime\lib". Modify this path if you didn't use the default settings. This next step is the one that doesn't seem to be described anywhere that's easy to find. You also need to unzip the wsconfig.jar archive file using something like 7-zip if you don't have a program that will recognize it. Get 7-zip here: http://www.7-zip.org/
